They are billions short if a Hurricane hits this year  and some of the Congressman are finally starting to say, ” we should not be waiting for the Hurricane to hit”. The Insurance  bills are in both the Florida House and Senate, but both have not made it to the floor for even  a vote. Even though Governor Rick Scott has requested this personally, his own party will not oblidge him. Why is this, well the answer is easy. Who wants to vote for huge rate hikes on an election year!!!!!!!!!!!!  They all know we need it and it should happen now, but this will wait till next year for sure. Till then, Citizens will do all it can on a non Lgislative end to try and convince  other’s to simply leave or do not come to Citizens when other options exist. The House and Senate versions are so far apart and lots of money is coming in from the Chiropractors, Lawyer’s, MD’s and other’s to help de rail the bill. The current system has so much Fraud in it that reform is so Important, but we will see how much money comes in. The larger the cash funds to campaign Contributions, the less likely for anything to happen as our legislators in Tallahassee may still let it go and perhaps do some band Aids to make a few  people happy. My Guess is that Car Insurance in Fort Lauderdale and all over Florida will continue to rise because of all the Fraud and other issues. I have talked about this for quite some time and now a  lawsuit is looking to become a class action suit. I think this is just for the Lawyers because any Insurance company can inspect a home any time they want as long as they call in advance and set it up. I know the Inspection companies work for  Citizens Insurance and they are on the lazy side when it comes to doing the corrct job, but the real issue is with the departmant that  keeps changing the Mitigation Inspection forms we all use. These forms are always said to be good for 5 years, but they are changed every 2 years and most recently again  on 2/1/2012.The forms are drafted at the Office of Insurance Regulation(OIR) or w/ the Insurance commissioner’s office and the Insurance companies simply start to require the new form that was created. They are within their rights to do so and anyone would do it if they could make more money in business. Citizens cannot become the Insurer of last resort again as Governor Rick Scott wants, if the rates are the lowest in the Industry. Every carrier is now doing their own inspections of one type or another and they are following the laws for our State. The program will expire again May 31 2012 and last July 2011  the House of Representatives  passed the bill overwhelmingly. This should have been resolved last year, but finally it may get done in 2012. Kevin McCarty, Governor Rick Scott and CFO Jeff Atwater all want this to happen. They will not endorse a House or Senate bill yet, but the 2 versions are ready for debate and very differant from each other. The one thing that does hold true is that everyone feels reform is not only necessary, but it will happen in this session.If we do nothing car Insurance rates in Fort Lauderdale, and all over Florida will be much higher and will continue to rise because of all the Fraud. No Legislator in Tallahasee wants this to happen so a bill will come out of this, but no one knows which one. The Senate version is favored by the Lawyers and Chiropractors and the House version is not so you can make up your own mind as If I could  convince you otherwise. Governor Rick Scott told Citizens Insurance last year  to do everything they could non legislatively  raise the rates for coverage. This was done to shrink the population in Citizens from the current 1.5 million down to 1/2 of that amount in 3 years.This was his campaign promise that he seems to want to keep. The system they use to come up w/ the replacement cost to rebuild a home is the 360 sysytem. There is now a  lawsuit saying that this raises coverages way above where they should be. Even if we agree with it, the system they use is a legitimate system and I do not think this will help anyone, but time will tell.Please read the full article  from the Sun Sentinal in Fort Lauderdale. Many do not like this because the carriers are not backed by the FIGA fund and would not  be protected if a Hurricane hits Fort Laud. or anywhere in Florida and  went out of business. Just imagine the legal issues the State of Florida would have, but our Governor Rick Scott wants to depopulate Citizens Insurance any way he can.
