Currently under State Law the rate increase was mandated to be no more than 10%. The Citizens Insurance Board of Governors wants to raise that cap to a higher rate like 25% or more. This is designed to make people get out of Citizens and not make the rate look so attractive. The increase would also allow more Private Insurance carriers to pick up some of the business and get the State of Florida off the hook for the coverage’s. Citizens Currently insures 1.5 million people and Governor Rick Scott wants that number cut in half in the next 3 years or sooner. All of the changes that have occured so far have all been ordered by Governor Scott to help expedite the process. He wants Citizens to become the Insurance company of last resort again and not a competitive carrier like it is currently. The rate cap is a Legislative one and must go through the Florida Congress in Tallahassee for approval and none of them want to vote on this issue this year which is why the cap remains. Senator Fasano has been an advocate for keeping the rates down to help the economy and the Realtor association FAR has also done the same because insurance rates are so high that the Real estate market is having a tough time and it is hurting the business which is a problem for all of us. The Governor used his line item Veto to get rid of this bill which was a good idea. Senator JD Alexander added it to the Florida Budget last minute without any approval from the House or Senate to sneak it in. This could be misconstrued as a loan from the State when it was designed to help w/ cat Fund Shortfalls so it must be removed. This could have had a positive inpact on people in Fort Lauderdale and all over Florida to save money, but it would have also put us at more risk and the State Budget could also be held responsible which is not wanted by anyone since we are currently in a huge deficit already. Not likely think most people. The Ink is not even dry on the bill which starts in July, but scammers are already looking at ways around the bill which was rushed by Legislators in Tall. to avoid a special session and a long battle. Obviously, the people in Tallahassee did not really think this would work, but they needed to pass some kind of bill so massage therapy and other items will have limits, but no reduction in rates are likely for quite some time and they could still rise since the solution is still not there. Citizens Insurance dropping to 100K Liability (5/1/2012)!! Progressive and other Auto carriers will not except this for an Umbrella policy in Fort Lauderdale or anywhere in Florida.

Our Legislators in Washington DC are on leave till 4/16, but when they are back in session, they must deal with a Flood problem that will again be an issue by 5/31/12 if no resolution is found. Many Senators who were against doing anything said they would deal with it this next session so we hope to find a new 5 year deal and not 36 months at a time. We also expect rate hikes as well.
